RVVE 2019 Director Election – Thank you to everyone who voted in this year’s annual election.  This year, there were two positions up for relection and a total of five candidates ran for election.  After the votes were tallied, results were announced at the 2019 Annual Meeting of RVVE association members held at Eagle Crest on September 21, 2019.  Election winners were incumbent director Brett Moshofsky and newcomer Shirley Braunstein Congratulations, Brett and Shirley, on your election to the RVVE Board!

Backflow Device Installation Requirement – Eagle Crest Master Association (ECMA) owns and is responsible for the operation of the domestic water and sewer systems serving Eagle Crest Resort.  ECMA contracts with Oregon Water Utilities Cline Butte, LLC (OWU) as Manager of all system operations.  As a part of its operational obligations, OWU manages the cross-connection policy which specifies requirements for the installation and testing of backflow prevention devices for water system connections.  These devices are required to be installed and tested annually to prevent water from private water systems returning to the public water system. OWU recently conducted a field inspection of all water service locations at Eagle Crest Resort and discovered that a number of properties had only irrigation backflow devices and were missing the required premise isolation backflow prevention device at the domestic service location.  Once OWU brought this information to the ECMA Board, the Board recognized its obligation to require the installation of needed backflow prevention devices at such properties. All River View Vista Estates townhomes were identified as missing the premise isolation backflow prevention device.  As the managing agent for all fractional homes in River View Vista Estates Estates, Eagle Crest Management will proceed on behalf of fractional owners by engaging the services of a licensed plumber with working knowledge of the Eagle Crest Resort Utility system and the backflow device requirements. Wholly-owned unit owners are responsible for installing their own devices and providing the initial backflow test results to OWU. We recommend contacting OWU at 541-504-2305 to schedule a pre-installation meeting. All backflow prevention devices must be installed and tested by November 17, 2018.

ABOUT RIVER VIEW VISTA ESTATES

River View Vista Estates (RVVE) is made up of 47 condos.  Condos are 1/5, 1/10, 1/12 share, or whole-owned.  Condos are identified by RV and the unit numbers. Condo numbers are RV01 through RV33, RV35, RV37, RV39, RV41, RV43, RV45, RV49, RV51, RV53, RV55, RV57, RV59, and RV61 (RV47 is owned by WorldMark). RV1-14 and the other odd-numbered units all overlook the Deschutes River, the even-numbered units starting with RV16 all overlook the golf course (holes six and seven).  The first phase (units RV 1-14) were built in 1990 and the last phase (RV57-59-61) was built in 1995.

These are a mix of two- and three-bedroom units. The two-bedroom units are identical to the VROA units.  The three-bedroom units look like a two-bedroom unit with the following changes: the addition of a queen bedroom downstairs, a full-size washer and dryer, and two tables and six chairs on the patios, along with a hot tub.  Some of the three-bedroom units have a lock-out room; the queen bedroom downstairs can be locked off and used like a studio.  It has a private bath and TV.

The dues fractional owners pay covers all utilities, interior/exterior unit repair and maintenance, insurance, landscaping, housekeeping, sports center fees, and other associated fees and expenses.
